Utah
State Administrators Release Budgetary White Paper
 With
the conclusion of the 2003 State Legislative Session, final
budget numbers are now in for the remainder of this fiscal year.
As we look ahead to the new fiscal year, beginning in July,
we need to step back and consider the bigger picture –
a larger backdrop upon which to base our decisions.
The following White Paper is designed to help us achieve that
objective. It is a paper to suggest how we get from here to
there. The most fundamental change we face is to develop a new
budget scheme that permits us to allocate resources to support
Utah State University's most important goals in a competitive
and disciplined fiscal culture that is accountable yet sensitive
to the enduring values of the academy.
